Topics getting the most attention in Lake Forest public meetings, ranked by how frequently they come up.
Capital Improvement Plan Progress
The city is investing about $55 million across 62 projects — road widenings, intersection improvements, park upgrades and slurry sealing. Eight projects just wrapped up and ten are under construction, which could mean temporary street impacts near El Toro Road, Bake Parkway and Trabuco Road.
Park Security and Safety Patrols
Lyons Security guards patrol seven city parks and the Sports Park daily, scanning checkpoints and filing incident reports. The commission gets a regular update on how it's going.
Homeless Outreach and Enforcement (LFHEART)
The city and Orange County Sheriff's Department run a joint team that regularly checks areas where unhoused residents gather, offering services and enforcing city code when needed. The approach aims to connect people to housing while keeping parks clean and open.
State Legislative Platform and E-Bike Regulations
Lake Forest wants the power to impound e-bikes and high-powered eMotos ridden where they're banned — playgrounds, sports fields, and other city property. It follows a fatal crash in April when a minor on a high-powered eMoto killed an 81-year-old pedestrian, and new state laws (SB 586 and AB 875) that reclassified eMotos as off-highway vehicles.
Senior Transportation Program Adjustments
The city spends Measure M2 half-cent sales tax money on senior transportation and street projects. The annual report shows about $278,706 went to the Senior Mobility Program last year, with street resurfacing funded by Local Fair Share dollars expected in the next fiscal year.
Veterans Park Pond and Wildlife Maintenance
The city wants to keep its specialist contractor managing the Veterans Park pond and its waterfowl for one more year, at a cost of about $58,844.
Expansion of Citywide Electrical Maintenance Contract
Due to a higher-than-expected volume of electrical repairs at city parks and facilities, the city is proposing to increase its maintenance contract with Access Electrical Services by $80,000.
Bake Parkway, Normandale Drive, and Regency Lane Pavement Resurfacing
The city plans to invest over $8.4 million to rehabilitate aging asphalt pavement along major corridors like Bake Parkway, Normandale Drive, and Regency Lane. The project includes ADA ramp upgrades, new bicycle lanes, and improved traffic signal detection.
Late-Night Restaurant Operations Expansion
Naz's Halal Food requested extended hours to serve customers late into the night, addressing community demand and religious practices like Ramadan. The commission reviewed security measures, including interior and exterior cameras and employee minimums, to ensure neighborhood compatibility.
Outdoor Hookah Lounge Permitting
Mosaic Mediterranean Grill and Café applied for a use permit to add hookah service on its outdoor patio until midnight. Commissioners discussed safety procedures, charcoal disposal, product composition, and potential impacts on nearby residential neighborhoods.
Community Services Scholarship Program
A new $10,000 annual scholarship fund is helping qualifying Lake Forest families participate in recreation classes by providing $100 registration credits.
Lithium-Ion Battery Safety and Fire Prevention
The Orange County Fire Authority highlighted the growing number of lithium-ion battery fires from items like e-bikes and phones, urging residents to follow safe charging practices. The Council also proclaimed Fire Prevention Week to raise awareness.
El Toro Road and Cornelius/Jutewood Intersection Safety
Residents requested a traffic study and a traffic signal at the intersection of El Toro Road and Cornelius/Jutewood due to heavy traffic, safety concerns for seniors from Freedom Village, and a lack of a signalized crossing.
Master Fee Schedule Updates
The city updated its master fee schedule following a comprehensive fee study to ensure service costs are reasonably covered without overcharging, raising approximately $185,000 in additional cost recovery.
Bake Parkway and Trabuco Road Street Improvements
Construction is complete on major intersection upgrades at Bake Parkway and Trabuco Road to improve traffic flow and add a new left-turn lane. The final project cost came to about $3.14 million, shared with the City of Irvine.
Malabar Lane Parking Restrictions
Commissioner Fouste raised longstanding resident complaints regarding parking limitations on Malabar Lane near the Villa Palermo townhomes, asking staff to bring back options to explore whether parking capacity can be safely expanded.
